Perfume, make-up, skin care and shampoo all sit in chapter 33. The tariff rate is mostly the same, so the line matters more for paperwork than for cost.

Cosmetics and toiletries are in chapter 33 of the tariff. Heading 3303 covers perfumes and toilet waters; 3304 covers beauty and make-up preparations and skin care, including lip and eye make-up, manicure products, powders and sunscreen; 3305 covers hair preparations; 3306 oral hygiene; and 3307 shaving preparations, deodorants and bath products. Essential oils and resinoids open the chapter, at 3301. Our file holds 128 lines, with 20% the rate on 126 of them, so most products in this family share one tariff rate. IGST entries in the notification read 18% for beauty, make-up and skin care preparations, and 5% for a few named goods, such as talcum and face powder in the copy we read, which is worth verifying. A medicated preparation may belong in chapter 30 instead, and that changes both the duty and the regulator.

Small lots and samples
Small lots often move by courier. Commercial samples within the limits have their own category, and a low value shipment has another, set out in courier imports. Duty remains payable on those, unless a specific exemption fits. Also, perfumes count as flammable in transport rules, so check with your carrier before you book them by air. We did not read those carriage rules.
Pricing the goods
The small tool is set for ₹3,00,000. To compare with a local supplier, run the full calculator with actual freight, then the landed cost, adding labelling and any testing fees. Labels on packaged goods sold in India must carry specified details under separate rules, which can add a step in your warehouse.
