Chapter 39 divides plastics into two main parts. Sub-chapter I covers primary forms, such as resins, granules, powders and liquids, sorted by polymer: polyethylene at heading 3901, polypropylene at 3902, polystyrene at 3903, PVC at 3904. Sub-chapter II covers semi-manufactures and articles: tubes and pipes at 3917, plates and sheets at 3920 and 3921, and packing items such as bags and bottles at 3923, with 3926 for other articles of plastics. Our file holds 432 lines in the chapter, the most common tariff rate being 10%, on 194 lines, and the other frequent ones being 7.5% (151), 15% (83), 25% (2). Rates generally rise as goods get closer to finished form. This chapter also attracts anti-dumping duties on some polymers from some countries, which our file does not list, and these can exceed the basic duty.

What to check before you order

  • The polymer and whether the material is in a primary form, since that often changes the line.
  • The IGST entry: most plastics read 18%, and a few named articles differ. Open a line for its entries.
  • Trade remedies, covered in other duties on imports.
  • Rules on single-use items and other plastic-related regulation, which we did not read.

The small tool above starts at ₹10,00,000, 10% duty and 18% IGST. Change the duty rate to the one on your line, and move on to the full calculator when you have real freight.

Questions people ask

What is the HS code for plastic products in India?

Finished plastic articles that have no heading of their own go to 3926. Others are named: packing articles such as boxes, bags, bottles and caps at 3923, tableware and kitchenware at 3924, building items at 3925, tubes at 3917 and floor coverings at 3918. If the item is mostly another material or has a function elsewhere in the tariff, it may leave the chapter.

What is the HS code for plastic granules?

Granules are a primary form, so they go in sub-chapter I by polymer: polyethylene in 3901, polypropylene in 3902, styrene polymers in 3903, vinyl chloride polymers in 3904, polyesters in 3907. Next comes the grade, for example by density in polyethylene. Ask your supplier for a data sheet, since the line depends on the polymer as tested.

Do plastic imports pay anti-dumping duty?

Some do. Anti-dumping duties are imposed on specific goods from named countries by separate notifications, and they are outside the tariff rate shown here. Since these can be large, check the latest list on the CBIC site for your polymer and origin. If one applies, type it as a percentage in the other duty field, or add it by hand if it is per tonne.
