Photovoltaic cells and modules have their own lines under heading 8541. The Finance Act 2025 reset them, as shown below.

Rate shown: the tariff rate before exemptions, from the CBIC compilation with Finance Act changes laid over it. Open a line for IGST and exemption entries. General information, not a classification ruling.

Solar panels are classified in heading 8541, alongside other semiconductor devices. Photovoltaic cells assembled in modules or made up into panels go to tariff item 8541 43 00, while cells not assembled in modules go to 8541 42 00. Others in the 8541 49 line. Our file shows the module at 20% and the cell at 20%, with the rate taken from the schedules of the Finance Act 2025, which substituted 20% in column 4 for those three lines. This is the tariff rate. An agriculture cess, charged in addition by a separate notification, has also been relevant to these goods, and we did not verify its rate on your date, so check it and type it into the calculator as another duty. IGST appears in Notification 9/2025, and our copy lists semiconductor devices and photovoltaic cells at 18%. Exemption entries are read through Notification 34/2026 for Table I only, so check those at the source.

A shipment of modules

At a ₹10,00,000 customs value, 20% duty and 18% IGST, the small tool shows duty of ₹2,00,000, surcharge of ₹20,000 and IGST of ₹2,19,600. If a cess or other duty applies, add it in the full calculator, in the field for other duty.

What sits outside this page

  • Lists of approved models and manufacturers, which public projects often require. We did not read the current list.
  • Trade remedies on solar goods. See other duties on imports.
  • Concessions tied to manufacture in India, which may appear in Notification 45/2025. These need their own conditions to be met.

Our source for the 2025 change is the Finance Act 2025, and the Finance Act 2026 was also checked for later lines. Modules are also fragile and heavy, so talk to your forwarder about packing and floor loads before you book.

Questions people ask

What is the HS code for solar panels in India?

Photovoltaic cells assembled in modules or made up into panels are at 8541 43 00. Loose cells are at 8541 42 00, and other photosensitive devices are in the 8541 49 lines. Inverters are not in this heading: static converters go to 8504. Mounting structures, depending on what they are, may go to chapter 73 or chapter 76.

How much is the import duty on solar modules?

The Finance Act 2025 sets a tariff rate of 20 per cent for these lines, and an agriculture cess may also apply, by notification. We have not verified the cess for your date. A trade remedy might also apply, depending on country and product. Add those in the calculator, as the headline rate does not show the whole bill.

What IGST applies to solar panels?

The copy of Notification 9/2025 we read has an entry on semiconductor devices, including photovoltaic cells, at 18 per cent, while other entries cover certain solar-powered devices at a lower rate. A later notification may have amended this. Open a line in the search tool to read the entries touching it, and confirm the rate before you use it.
